CDBG-DR Phase 2: State Master Action Plan Submission
After Phase 1 approval, the state grantee develops a Master Action Plan for HUD, aligning with objectives while allowing for amendments to fund other activities.

State develops and submits to HUD a public master action plan specific to the disaster
Once the state grantee department handling the HUD CDBG-DR grants completes Phase 1 and receives approval, the state focuses on creating a Master Action Plan that aligns with HUD objectives while leaving room for amendments that allow for waivers to use funds for other activities. These activities may not align with HUD's core objectives but are deemed by the state grantee as serving the community according to HUD guidelines.
Developing a disaster master action plan for HUD review:
- The state must request access to the DRGR system used to communicate all grant activity with HUD.
- The state will create a public action plan template following previously approved templates.
- The state will develop and summarize the disaster needs by identifying the most impacted and distressed areas of the state. This includes addressing all FEMA and SBA-supplied financial data with damage assessments to estimate the total unmet needs within the master plan template.
- The state will complete the template for their public action plan.
- The state will post the public action plan on an approved public website for 30 days, allowing citizens, corporations, special interests, and not-for-profit organizations to comment on the measures provided in the action plan.
- The state will respond to each public comment received regarding the action plan.
- The state will review and finalize the public action plan.
In Phase 2, the state will submit the completed action plan to HUD field offices for policy and HUD mission objective review and approval:
- HUD receives the formal full public action plan.
- The grantee (state) will upload expenditure projections.
- The grantee (state) will upload outcome projections.
- The grantee will upload the public comment summary.
- The grantee will upload Standard Form 424.
- The grantee will upload certification statements.
- The grantee will submit the implementation plan apart from or outside the DRGR system.
- The grantee will submit the full package for HUD review and approval in the DRGR system.
HUD will then send an approval letter to the grantee to implement the public action plan, or HUD will provide a list of deficiencies to be addressed and corrected for resubmission within 45 days.
